If you didnt know, the elemental staves and all messed up and do not give the -perpetuation cost to the right avatar. Here is the list of staff for each avatar:
Carbuncle --> Dark Staff
Titan --> Water Staff
Ifrit --> Earth Staff
Leviathan --> Wind Staff
Garuda --> Ice Staff
Shiva --> Thunder Staff
Ramuh --> Light Staff
